Need a new DIY computer

Hi all,
I will be getting a new desktop computer and need it mainly for surfing net, watching video online and using MS office.
After reading up, below are the items that I shortlisted.

CPU+MB: Intel Core i5-4460 + ASUS H81M-D Plus or ASUS B85M-G
Harddisk: WD Blue 1TB/64MB
Samsung 24x DvD+-RW
Casing: Coolermaster N200 or Sharkoon MAW1000 (Casing height not more than 38cm including base stopper)
RAM: Kingston 8Gb
SSD: Samsung EVO 850 250GB
PSU: FSP Hexa 550W
GPU: ASUS GEFORCE GT 730 2GB DDR3

Windows: Win 7 / 8 pro 64bit so that i can upgrade to Win 10
Budget: below $800 if possible

Need some advise whether to downgrade processor etc
Btw do I need to buy CPU fan, heat sink and thermal paste? First time doing DIY from scratch.
Using M1 fibre 1G and PC will be connecting to router by lan cab

If you are not overclocking, you can just use the stock/intel fans.

Dun need to downgrade cpu if all within $800 , and u dun need cpu cooler because not gaming (stock fan gd enough) . If budget over i3 + ssd also a good flying machine

Why need that GT 730? Skylake IGP HD Graphics 530 is already performing on par or better than that. Can drop to i3 as well.

i3 is good enough for ur usage, as what $$face say, Intel HD Graphic 530 is on par or even better than GT 730
