Hi bro for your friend I would recommend these items below..
CPU: Ryzen 7 2700X
CPU Cooler: Default Wraith Prism RGB
Motherboard: X470 series from Asus, MSI or Gigabyte
RAM: 16 GB dual channel of G Skill Trident Z DDR4 3000 MHz
SSD Main: Any 240-512 GB brand from Samsung, Western Digital, Crucial MX500 series and more etc
SSD Secondary: Any 480GB to 1TB of lower quality SSDs from same brand as abovementioned as long as is reputable and reviews online seem alright. Still gonna be faster than any 7200 RPM HDD
GPU: GeForce GTX 1070, 1070 Ti, 1080 or RTX 2070 depending on what is left for the budget or what display resolution your friend likes
PSU: 650W 80+ Bronze Certified or 550W 80+ Gold minimum
Casing: Any case that costs at least SGD $89 and above from various brands like Thermaltake, NZXT, bq!, Cooler Master and more etc

I recommended a Ryzen 7 2700X because your friend most likely wants to stream his games from bluestack like Clash Royale, Brawl Stars and many other popular mobile games etc. thus the CPU will offer brilliant player experience and also a stutter-free viewer experience via twitch for example.

I also recommended SSDs because their prices are dropping so it’s more value to get over a hard drive. But you can opt to skip the secondary drives for now if you wish to get a more powerful GPU.

Nothing is set in stone as your friend can make changes depending on his preferences. Hope this helps and cheers
