Need advice on upgrading my current pc

Super hardware noob here. thinking of re-using some hardware of my current very old (think since 2008) pc. (Not sure if it's possible)

Current pc (Following are what i had find out through some googling, Not quite sure how to find out my hardware details):

Kingston DDR2 Ram 3GB
Nvidia GeForce GTS 450

If possible to reuse some of my old parts, please advice which.

No need Monitor, keyboard, mouse, and yes, need an OS win 7 if possible.
Usage for my pc are mainly very light gaming, like CS:GO, and day to day surfing, streaming of videos.

Budget for me, if to build a complete new setup is $500-600.

are for what i mentioned in my initial post, but think the ram is low, thus making the pc performance rather laggy, sometimes it will just stuck for like 1-2mins before it back to normal.

Therefore need advices if any hardware of my current pc mentioned above can be re-use to upgrade or if i need to build a complete new 1.

$605 buy and assemble @ tradepac ask for discount. If possible reuse ur OS, or can just download, make it into USB drive and load it to new pc.
