you can only consider r9 380 or gtx 960.

Both of them are a slightly higher than your budget.

Which I don't think is worth the upgrade.

Wait for pascal if you gpu is still functioning.

According to this
http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html

The only worthy upgrade for you is gtx970 which is $560. If u can't afford that, stick with what u have

Someone above recommended powercolor R9 290 turboduo from PC Theme @ 389.

Or powercolor r9 285 @ 289 from PC theme. r9 380 is a rebadge of the r9 285. This is within your budget and performs well, but not sure if there is stock.

But all those graphic cards suggested above are better than your current.....

not sure if its just me but msi cards seem to always have fps spikes eh.. like sudden drop and stuff

yup, there should be a option setting on Video, if you set a level below the default, your freeze should reduce.

Then your internet connection will also cause the freezing, esp if you are on wireless or your are playing multiplayer game and someone is watching a video or downloading files.

I think the game you play, heroes of the storm don't need high end graphics card.

Is your harddisk fragmented? If so, try defragmenting.
Did you monitor your CPU/graphic card temperature, to make sure they are not overheating(due to failing fan) when the game is running?

Also if you list down your PC specs. info, it will be easier for people to help you. I'm not an expert though, just these may be the common issues that I can think of.
