need help deciding new rig

i need help in deciding the specs for a new build. i will be reusing my hdd, odd and monitor.

budget is ard 1 - 1.3k.

would like to include ssd in this build.

And is haswell now the better processor to have? or is it safer to use 3rd gen processor?
