Need Help - Despite Restore Still Empty In Contact List

Hi,

My girl's discovered that all her contacts disappeared out of no reason. Despite the restoration from icloud, the content is still empty. May I know how to get back all the contacts? Many thanks as I'm clueless despite I tried all night long but to no avail.

Spec: iphone4, with IOS 7.1.1. She has 1900 + pictures and does it matter?

Log into iCloud.com with her account.
Click on contacts and see if they are actually there.
