Its the perfect time to startup a business in recession if rental rates goes down and labour cost go down plus your business can work in recession and non-recession period.

Well I wouldn't say it's the BEST time but as you said, necessities, they tank a whole lot during recession and people NEED them regardless of good or bad economy right?
