Need help locating computer problem

For awhile now my I can see my GTX 670 GPU is definitely not doing what it's supposed to do. I compare my computer running similar scenario's to some youtube video examples and my game performance is lagging behind. It got so frustrating that I switched to my older GPU, Radeon HD6850, only to find that it was doing almost just as well as my "broken" 670. I've sent it in for repair once and they replaced it. I believe the GTX 670 is in good working condition. So I tried different nvidia driver versions but it's still no use. I'm not a computer expert and I can't exactly google the issue because it's so vague. Really hope someone here understands and can help me. Thanks in advance.

Excuse me, is this a desktop problem on a notebook thread ? Maybe some other player go for Overclocking?

I only heard that NVIDIA given the chip blueprint to the different manufacturer (Galaxy,Gigabyte,Msi,Asus etc...), then they(manufacturer) will come out with different designs for the Cooling and the card layout. Some of the company give you "OC" feature and some already help you "OC" it and stable.
