Even 1070 will have to lower graphics setting to maybe high or lower. If that's okay with you, here is some qn.

1. Is aesthetic important?
2. What kind of form factor? (atx? Matx? Itx?)
3. Rig on floor or table?
4. Other than games, any other intensive softwares will you be using the rig for?
5. Want overclocking?
6. Water aio or fan cooler?
7. WiFi?

I'm intending to recommend you i5 hence water cooling is overkill already plus take tolls to your budget.

If you can compromise to a matx build with a mid tower, then we can do a gtx 1080 for 4k gaming. Otherwise down to a 1070 and improve on the other specs and aesthetic while game at 1440p

Even 1080 is also showing signs of struggling in 4k. Some games cant even hit 60fps. But that will really depend on your settings set.

Even i also feel that some games a single 1080 wont cut it on 4k.

Really depending on your choice of games. The actual good 4k card will be titan x pascal.

There is a few ways to go about it.

1. Get a titan X pascal, but that you will need to spend which is around 3k plus budget.

2. Get 2x 1070, cheap option to sli, performance somewhere exceeded a single 1080, BUT there is a catch, you will need a z170 board, and a bigger wattage psu and that will add up the cost to your overall. Doing so also do not guarranty you the high performance considering most current games dont even scale well using multi gpus.

3. Buy a single 1080 but lower down all your settings. Which really kinda defeats the purpose of building a new rig but could not get nice graphics at the start.

What Genre of the games your cousin is playing? Give some titles as example.

Games like DOTA, Heros of the Storm is not extremely demanding. In fact, a GTX760 is more than enough to play DOTA on 4K settings.

Games like Witcher 3, is another story.

As above, you need to increase your budget for 4K gaming. or..

1) Want smooth 60 fps, prepare to play the games at medium graphics settings.

2) Want nice graphics at max settings, then have to sacrifice FPS and play at 30+ fps.
