Need help on Cpu Utilization

Hi guys, i need some assistance
I have just switch to a new pc case, the only additional thing I have added is the AIO cooler.
Previous Set up: with stock fan running at stable 4.25Ghz ranging between 60-70% cpu utilization when gaming
Current CPU: Ryzen 5 3600XT with deepcool castle aio cooler running between 4.2Ghz to 4.3Ghz at 100% cpu utilization when gaming

Issue:
Suddenly task manager showing 100% on CPU utilization when I on Dota but the processes doesn't add up to 100%,
I have also checked the CPU temperature ranging between 50 to 60 degrees, I tried to play few rounds and it was normal , no crash and cpu temperature did not rise much too
I tried play other games using window mode, cpu utilization back to normal so I supposed only full screen game will cause it to rise to 100% ?


The power option: Ultimate performance (Maximum processor state) 100%

I have tried to change to another power option and limit the maximum processor state to 50% to test, it did bring down the Cpu utilization but the speed also drop from 4.2Ghz to 2.1Ghz

May I know if you install any new program after fitting the new AIO?

It could be some background program that pump up the usage. If possible try uninstalling the new program if any and monitor again.

Nope , there wasnt any installation , except for games patch update
My aio pump fan also spin at 100% when start up, need to manually switch to smart mode in order to let it quiet down.
Game was running smooth with dota 2 and other client on , cpu ultilisation still show 100% unless i change the power option to default but my cpu speed will reduce accordingly to the maximum processor state %

You can ignore the guy above. Nothing wrong with your hardware. Just dont play dota.

If you set cpu limit to 50% of course it will slow down the speed. You can set max performance but you are just wasting electricity if nothing is making use of the full speed Just leave it on auto.

manually setting max cpu % makes sense if you want longer battery life on laptop

Very likely game patch cause some issue and can research online :)

suggest also try to update gpu driver and windows 10 update to monitor if improving.

Didn't think I have any right to ask you not to play the games :)

For your power plan, is it the Ryzen power plan or the default Windows one? If you haven't done so yet, make sure to install the Ryzen chiplet drivers with the power plan. You can set it to Ryzen Balanced too.
