Need help on Twinkle bus

Plan to book the tour for twinkle bus.
Would like to find out to purchase a ticket for the twinkle bus tour i need to hold jr pass as well, does that means i need to have a active jr pass or i just need a jr pass the activation date of the pass doesnt matter?
