Need help stuttering windows 10

Need some help here. My Windows 10 machine start glitching yesterday. I get random stutters on the entire machine (videos and / or browser) for up to 5 seconds. While the screen freezes, I can hear video still playing in the background. I tried typing a sentence while it freezes and the entire sentence was captured. So I know the system is still running, but seems like only the video isnt working.

I'm running the latest Nvidia drivers and even reset the pc, yet the problem remains.

Below are my system configurations. I'm using a PRISM x340 if it helps:

Remove GeForce GTX 1060 and use IGP.
If no issue, then your GeForce GTX 1060 going up lorry.

i was actually using a 1080ti and using my 1060 to test. Same issues. Quite unlikely both cards are failing at the same time.

Swapped out DVI cable, same issues! Last step is to swap out monitor...

Chrome Software Reporter Tool keeps crapping and stutters my system and caused high CPU usage, make sure to delete it everytime Chrome updated.

I'm not using chrome.
Swapped out the monitor, testing now. This might be a testament to Prism's quality. Got it in Apr 2018.

use dp instead of hdmi.

if you are already using dp then could be monitor issue.

i fixed my stuttering pc by replacing my secondary hard drive with a ssd.
