[Need help] Suspect faulty PSU

Hi, can anyone help me to verify if this is a faulty PSU issue?

1. Asus BIOS keep prompting surge protector triggered due to unstable PSU.
2. Today suddenly shuts down completely.
3. Tried boot up again but no avail.
4. Removed my gfx card and 1 pc ram try to boot up with least power consumption and this is what happened in the video.
5. It finally boots up after 1:18 into the video.

What I suspect is my PSU in a faulty state and is unable to provide enough power to power up my computer.

Experts, your take?

*The PSU in question is a Seasonic X series 850W. My whole system is built less then 1/2 year olds.

Either something short-circuited or bad PSU.
