Need help to build a low power rig

Hello all, I'm new to building computer and would like to try building/learning one since i'll be free for 2 months. I've read guides about building a rig but i still need recommendation on what parts should i get..

I'll be trying to build a cheap, low powered home theatre rig.
have to be low powered as I will be leaving it on most of the time. Other than videos, most likely will be used for basic web surfing and torrent-ing..
Have to have dual screen as i have 2 monitors.
budget wise.... as cheap as possible!

Any bros can help out?

okay! hmmm, anything from $300 - $400+ i guess. budget is really not my top concern tho.

HDD just 500gb will do, preferably have USB 3.0, with at least 1 hdmi and 1 vga output and I want to include OS as well..
