Need help troubleshoot

PC suddenly will not boot up. The day before it was working fine and was doing some video encoding.

1) Upon powering on, system fan, cpu fan all spinning but shuts off 1 sec later and start up again and shut down again repeating until I off from AC

2) Removed all items GPU, HDD, sound card to try see that the issue and as "1"

3) Remove all rams and left 1 stick, to try boot same as "1"

Which item up lorry?
Motherboard up lorry

Go get a bew replacement motherboard.

IF in east side, i got spare PSUs to test. PM me with contacts

The reason why I insist to test to make sure PSU is not at fault before changing is becasue my setup is already classic so just by replacing the MB I might as well replace CPU, MB, RAM all togather :(

the only place to get a new board is through taobao other than that hope u can find a sller from carousel.

You need a replacement lga 1156 socket motherboard which is quite ancient already and very hard to find locally. Your best option is to try and buy a replacement board from taobao do a search for lga 1156 socket motherboard found some brand new motherboard at 54 singapore dollar.

If buying new platform cpu+ram+mobo prepare to fork out the overprice ram and gpu prices if you need to upgrade gpu also. Or another option maybe can opt for older haswell cpu+mobo platform can reuse your 16gb ddr3 ram can save alot money. So no need to buy the overprice ddr4 ram.
