that's a huge budget for a desktop computer!
Wireless Internet Connection? - Get wireless dongle to connect to your router.

No problem with a 980Ti throw in I reckoned.

await for the experts to recommend.

seriously ask your friend to ask himself...unless you are his legal proxy

first thing first, 1080p gaming or 1440p

secondly blue black mobo is almost impossible, what i know i only see them on older boards like X99 which will not meet your budget

Blessed CNY!

If do not need oc, do not need a k cpu, and use a H series mobo if only play game, use i5 is enough.

with his budget he can consider to get m.2 and GTX 980.

I don't advise to use wireless unless he is not into multi player games

Theres more than enough budget here for 1440p, no worries.

gtx 970 can, but r9 390 feels preferable for me. less likely to reach ram limit and preforms better than gtx 970(1440p), even though it eats more power.

i guess although a 970 can handle 1440 now. future games might have some problem? or overthinking?

970 has 3.5gb ram limit, can't use 512mb of vram without issues. may run out in the future as more games may need more than 3.5gb. the 390 also performs better for 1440p

In the future the 390 will still perform poorly too because of the old age processor. It has the memory but might not have the power.

G.SKILL RIPJAWS V 2400MHZ CL15 (4GBx2pcs) 8GB $118
SAMSUNG EVO 850 250GB SSD $139 (or should i choose 500gb or 1tb?)
WD 1TB BLUE 64MB SATA3 $77
MSI GTX 970 4GB Gaming O.C $599
SF LEADEX 650w PLATINUM F.MOD $169 (i chose plat because the price for gold is not shown)
Samsung 24X DVD-RW SATA OEM $25 (he says he wants a dvd drive, idk why)

Change the CPU+MOBO to i5 6500 + B150 motherboard, buy a wireless USB adapter.

Channel the rest of the budget to GTX980.

You get 15~25% more performance for the same price.

Unless ur friend is hardcore OC-er, don't bother going for Gaming M9 ACK. It 's for pure enthusiast, don't waste ur friend $$.. Srsly..

If ur friend is not going to overclock, drop to MSI B150A Gaming Pro + i5-6500 will be enough for him and don't need 212X cooler.

Wanted to reco GTX 980 Ti, but AMD Polaris and Nvidia Pascel is ard the corner, so settle for GTX 970 then change accordingly.

[Mobo&Proc] MSI B150A Gaming Pro /w i5-6500 - $491.00
[SSD] Samsung 850 Evo 500GB - $199.00** (Lazada)

ok thanks, is "Asus PCE-AC68 AC1900 PCIE" ok?

Yeah, support 970 or 980. Your friend may want to save some up to buy Oculus Rift (where can experience VR gaming)

If you got the money, go for it.

Which source states that the ram's performance is bad? Ram does not contribute much to gaming performance when you have 8GB or higher.

A 8GB DDR3 1333mhz ram will produce the same gaming performance as a 8GB DDR4 2400mhz ram. It will still be the same even if you have 128GB of ram.

There are over 100 variety of case to choose from and the easiest way is to go Lazada, under computer component section click cabinets.
