Nah dun need to buy a another PSU, the listed one is more than enough if u dun intend to OC.

Next for pricing u can consider palit GTX 1070 dual @555.

My personal opinion, is to use stock Intel cooler provided. No need to spend the USD26.50 on the Cooler Master Hyper 212 EVO. It's your preference but personally I don't see the need to spend the extra money just to shave of a few degrees, as you won't be overclocking.

the other part is noise ... the tower cooler have more surface area and bigger fan , potentially can run at lower fanspeed to achieve equivalent temperature ... thus lower noise

I don't know why some users in other countries can say their modern Intel stock cooler fan runs noisily...

Maybe AMDK run at 100% . Just a mild click but nothing too distracting as long as you don't pay attention to the noise
