Planning for a 12 days trip but don't know which route to take.

1) taoyuan-> taichung -> cingjing -> kaohsiung -> taipei -> hualien -> taipei
or
2) taoyuan -> hualien -> cingjing -> taichung -> kaohsiung -> taipei
or
3) taoyuan -> kaohsiung -> taichung -> cingjing -> hualien -> taipei


which one is better?
first time going there.

Now only planning the places to go then explore more on the poi in each places.

Haven't been to Taiwan before but option 3 seems ok to me

P/S: Actually why don't you fly direct to KHH or you can fly back from KHH?

I took Scoot to Kaohsiung in the morning and come back from Taoyuan flying via Jetstar during evening. I like the flight's timing.

You may want to consider it.

The whole of taiwan is prone to earthquake.

Print a map of Taiwan and do the following.

Option 1: Draw lines connecting the cities and see how much over-lapping there is.

Option 2: Can also do the following, but first you will need to do your research on transportation first. Going solo or with friends?

Option 3: Best of the lot, but might as well forgo KHH, since you have booked your tickets.

3rd option is best. The best is u hire a driver to drive u around if you have the Budget. If not the HSR is fast and hassle free in Taiwan. Except cing Jing is abit shag to go by public transport with luggage. Hua lien there is a train to go there from Taipei if I not wrong. But the best is still hire a driver to drive u from Taichung-cingjing-hualien...

I personally stayed in hualien before. Ok ba... Nth to worry abt...
