Artic MX4 doesn't have conductive compounds so it is safer.

If you scared bubbles, use a piece of clean plastic card and spread the paste like spreading kaya on your Gardinia bread then mount the cooler. I do myself.

The purpose of thermal paste is to fill up the gaps between 2 metal surfaces.
Too much doesnt mean good at all. It could lead to no/poor contact of the CPU and heatsink.
And most thermal paste and in this case Artic Silver is non conductive thermal paste. It will not short the CPU.
All you need to do is just clean off all the thermal paste and re apply the thermal paste using grain method or pea method.

This is sufficient. If you want to cover whole area, you could use a credit card/ something with that thinness and spread the excess TIM to the edges. but it wun make a difference in temp.
that time i so worried, cos u see the lower bottom is all the way to the edge.. i tot i apply too much.lol
