yup, but make sure you use windows 10 home iso for it, otherwise it won't work. personally tested this myself with my bro's rig.

however, you can't use windows 7 cd-key to activate windows 8 iso

windows 8.1 pro can also activate windows 10, but activate windows 10 pro only. its your decision to choose between 8.1 and 10 but take note that dx12 is windows 10 only and free upgrade expires at august.

If you can trade team fortress 2 items, you can also try this guy http://www.steamgifts.com/trade/Oh5zq/hmany-microsoft-products-keys-see-list-w-tf2-key-or-pp i bought 2 retail windows cd-keys and an office 2006 enterprise key from him and so far all 3 of them are still working, although they are N versions so you can only activate windows 7/10 N versions with these cd-keys and you'll have to download the windows media feature pack(free) if you need them.

maxed out shouldn't be an issue. 60fps however... not sure about it, but games are smooth enough once you reach 30fps and above. if you want 60fps maybe have to up the budget.

Ur budget is too low for brand-new , but is pretty high for used I5 + r9 280x system ( which means confirm 100 fps in dota2)

A product key can only be non-genuine when Microsoft detects excessive activations on their server.

According to Microsoft customer service, a product-key-only MS product is legit only if bought from the Microsoft store. If bought anywhere else, including Amazon, Microsoft will treat it as fake should any problem arise (multiple activations etc).

It cost me US$100 to learn this.

The only safe way to buy MS products is directly from Microsoft or with a COA.
