Yes agree to that however, there are really kids who are less gifted in certain subjects. And as the year advances, parent might no longer be able to teach their children because the subject is already advanced. This is where the importance of tuition class comes in. You just have to choose the best ones.

Some people are slow learners and because they are slow, it does not mean they are not gifted. To brand and label a student or a child as less gifted is a judgement call that should not and must not be made.
Students who are slow can be stream to a slower pace class. Different children mature differently, but they are definitely not less gifted.
Yes, i know in a classs, it is a bell shaped distribution, and judging from what you said, those of the less side are less gifted and therefore have to get tuition.
Why do you assumed that if the parents are unable to teach their children, that equates to a necessity for a tuition? What about those children who comes from low income family and their parents cannot afford tutition fees?
How do you associate "to choose the best one?" Going to Tutition does not equate to higher marks. You can lead a horse to water but you can't make him drink. Not all students, where there is a causation between tutition and higher grades. In fact, too much of it, can could have the reverse effect.
Even the Education Minister said in 2019, that "Education is still the best social leveller, but there needs to be a broader definition of meritocracy, as well as the recognition that talent goes beyond just grades."
