Need queries for pc related stuff

My Lenovo laptop really sucking recently. Used to be able to play Dota medium settings at 120fps constantly. Subsequently, overtime, FPS dropped. Just last month, couldn’t run Dota at 80frames even at lowest setting possible. Sent for check and repair but to no avail. Does anyone know what I can do to ‘save’ it? If I can solve this problem, I don’t need the hassle of buying a new laptop/pc.
2nd part: I did my research on a budget gaming pc recently, heard Ryzen 5 2600 is one of the best way to go. Ram thinking around 16gb 3200/3000 MHz. Anyone have any recommendations for best value of parts remaining to complete it?
Also, is there any place/shops that have the best deals?
Classmate is willing to sell me his pc, couldn’t really remember the parts. I5-8400(8months old), Ram 16gb 2400, Gtx 1060 6gb. Could only remember these parts, apart from cpu, his entire pc is about 2.5 years, coming 3 by December, he selling at 500. Worth?
Any replies would be greatly appreciated. New to this pc parts genre, so still an idiot in this area.

Wait, so my worn out thermal paste could be a problem to the slowness of my laptop? If so, where can I buy and learn how to do it?

If the thermal paste is old and dried out, then the heat transfer to the cooler is impacted and your GPU/CPU throttles.

YouTube has a lot of videos. Exact instructions vary based on the laptop model.

He has a 240 or 256 gb ssd with 1tb hard drive, will reformat for me when he sells. He says the psu is 80+ silver rated 600w
I haven’t considered on his deal yet as I still have to get a monitor and keyboard.
My goal is to fix my laptop’s situation with its overheating/thermal throttling and really slow/ bad frame rates on any game/software and that’s my main priority at the moment (if I’m not wrong, I could probably change/add ram stick into it, clean my internals along with some thermal paste. Cheaper option I think).

Laptop RAM is not that cheap. Top up a bit and get a decent gaming PC? Not a bad option.

You’ve got a point, well, I might consider both ‘reviving’ my laptop and get a new pc/laptop.
Now I guess I need to source for budget gaming laptops and possible budget options for a decent monitor
