1) Will this rig be used for anything else other than video streaming, encoding and streaming?

2) Name all video production/sound encoding software that you are using.

3) How are you going to obtain these video capture devices that you have stated? I do not think local hardware retailers have even heard about these devices. List down approximate prices if you have some means of obtaining them for ease of budget estimation. I would also suggest getting a desktop as you can easily get better system performance for less $$$ and either of these video capture devices can be easily used in a desktop.

1) I might use it for PC gaming (Sim City, Heroes of Might and Magic), nothing intensive or action heavy games though.

2) Aviutil, Amarec TV, Amarecco, Open Broadcast Software, Niconico Live Encoder, Wavepad Sound Editor

3) I will be buying them from Japan (either online or when I go to Japan personally). Both devices are around S$150 each (not counting shipping)

It shall be assumed that you have a budget of $1850 after subtracting the costs of the video capturing devices.

CPU+ Mobo: MSI B85-G41 PC MATE + i7 4790 (520)
RAM: 2X G.SKILL PC 12800/1600MHZ DDR3 CL11 VALUE RAM (204)
GPU: PALIT GTX 660 (189) (lazada.com)
SSD: SAMSUNG EVO 250GB (179)
HDD: TOSHIBA 1TB 7200RPM (69)
DVD-RW: LG 24X DVD-RW SATA OEM (25)
PSU: SEASONIC S12G-Non MODULAR 550W (109)
Case: CORSAIR 200R (85)
OS: WINDOWS 7 HOME PREM (120)

Total cost: $1500

Unless otherwise stated, buy at PC Themes, #04-15, and ask for discounts. DIY yourself. If you can't into DIY, get PC Themes to assemble for you for a fee.

1) An i7 build is suggested as research via Google suggests that Open Broadcast Software can benefit from hyperthreading for a smoother stream.

2) A MSI B85-G41 PC Mate is used as it provides quite a few PCI-E slots for flexibility in choosing the location for placing your video capture device.

3) The GTX 660 is good enough to play Sim City smoothly at max settings in 1080p.

4) A Samsung Evo SSD is included for usage as OS drive as it allows you to reduce boot and load times and may be beneficial to streaming by removing HDD read speed bottlenecks. The SSD may also be of help in video production and sound encoding as well.

5) I have no idea how much space is needed for storing your videos, please remember to upsize your HDD according to your needs.

Is it possible to have the GTX to be at least gtx 750ti/radeon r9 270x or higher? how much more will it cost? (my budget can be flexible, +200~300)

The gtx660 performs faster than the 750ti fyi.

Anything higher than that you can only find sapphire r9 280 3gb dual X from lazada monday mastercard promo.

thanks for the suggestions!
I realized that I will have extra money to get Adobe Creative Cloud (Photoshop, Audition, Edge, After Effects, Premiere Pro etc.). System requirements: System requirements | Creative Cloud requirements

Will this desktop be enough to edit and encode raw videos (likely over 2-3 hours of video) using Adobe programs, or I will have to upgrade to better parts?
