Need recommandation on ultra low powered build

Need some help in building an ultra low powered desktop computer, mini-itx preferably. Will be using this as a 24/7 personal server using Windows Server 2012/Ubuntu.

I was looking at processors it seems like AMD C-60 has the lowest TDP, but I couldn't find any motherboard with AMD C-60 in the SLS pricelist. My budget is around ~$400+/-, I just need the motherboard, casing, a 2TB hard disk and PSU.

Another question that I had is for the PSU, would it be better to choose a PSU with a lower watt in my case? For example, if I were to choose a 500W PSU, does it constantly draw 500W? or does it means that it can draw up to 500W depending on the usage of the computer. So if the computer is in idling, it could just draw 50W (as an example) and not 500W.

My main concern is more on the electricity bill than the computer processing power. :)

lowest TDP doesnt mean lower power usage...

a 500W psu can supply u up to 500W, depending on the hardware components that is drawing power from it. if all ur parts can only draw at a peak of 300W then no point getting a 500W PSU. also efficiency comes into place depending on what loading u have on the psu.

Get a Zotac box or Intel NUC.
Or a celeron coupled mobo option, with a pico-psu adaptor.
