4) RAM (Preferably 8 GB)
5) OS
6) Monitor (Preferably 27")

No Need

Is budget of $1000 realistic ? Any guru / pro can help

You can have the best PC in this world but streaming experience quality still up to your internet provider and plan...

You should also wait a while more for Skylake Pentium G....
