Looking forward to building a new gaming build (that would be capable of going max settings for upcoming games like Fallout 4) after 4 years on my current system.

Just want to get advice on the following:

Is it worth going to skylake processors?

Also, is liquid cooling a good idea if the ventilation where the CPU is placed is poor (current processor temp at high load is average 90oC but then again could be just in need of a new application of thermal paste)? Not seeking to overclock.

Not if you're on a budget. Running DDR3 on a skylake is a bear trap. They only officially support DDR3L and running full voltage 3 will degrade the CPU.
If you got the money, yeah why not go for a Z170 board (I highly recommend Gigabyte) and a i5 6600k and some cheap 2133 DDR4. I really don't mind the cheap stuff since they're more than enough. And why K? The skylake chips have really low base clocks. You might as well go the full bore if you're going skylake.
If not, nothing's wrong with a i5-4590 + ASRock H97M-Pro4 board.
Seeing as you have a i5-2500. Use it until your mobo dies, which being a GB is pretty unlikely ...
Intel hasn't improved much.
One thing I just noticed, you didn't update the RAM part of your hardware config did you?

I think it's time you buy a new case. For me, anything but a Corsair.
I'm sure a deepcool Gabriel is good enough for anything less than the most fearsome air OC. Cheap also.
240 AIOs don't go for any lower than around 100+$ (Deepcool Maelstrom 240T). Plus it can be silent if you want it

You jealous right?? Hahaha joking.. anyway why not if he have the budget... im using it and feel much diff... and for future use for another 4 years maybe...

ya i haven't logged in here for quite a while so the info quite outdated. have updated accordingly. my idea now is to get a new sys for the next 4 years, but at the same time don't want to unnecessarily splurge for minimal gains.

shall consider said cooler temporarily before i make my decision.

If you have budget why not...

budget have, but just want to see what real gains there are. cause if no real gains, i can channel the money to better gfx card and all.

What kind of budget we talking about here? Cos' no matter just getting a graphics card or doing an overhaul, after a certain number, the amount of $ spent for the amount of performance gains will be not good (i.e. bad price-performance ratio).

Also, you got any really pressing need to overhaul (e.g. need USB 3.0 ports that your mobo don't have, signs that system dying (unlikely but possible still) e.t.c.)?

Usually hard to gauge the gpu before the game is release

if u still gaming @ 1080p then maybe a gtx970 will be right fit for u...its also possible u need a gtx980ti just to max the game out

From ur setup i think u can consider

a aftermarket cooler like CM hyper 212 (Check compatibility)
SSD (Samsung evo 850 250gb ssd $129 *Lazada)
A new gpu (Gtx970 - Gtx980ti)
Maybe a new psu

My stance will be save more money and wait till next year. See what AMD got to offer with their Zen, Intel with their Kaby Lake and Nvidia with their HBM2-based Pascal. DDR4 RAM and SSD prices will also continue to drop. USB 3.1 may also become available on future chipsets.

the budget is about 2k atm.

tbh, there's no real pressing problem except for a slower than last time (4 years ago) system which i linked to an aging system, and slower FPS at 1080p. more like want to be up to date.

if i want to switch to liquid cooling, i definitely would need a new casing. current casing not suitable for it and cable management is still old sch (cable tie) xD.

So i assume you gonna stick playing with 1080p? With budget 2k... better go with skylake...

no need for a water cooling, a air cooler with fresh thermal paste will do the job

ssd will give ur system a new life

a gtx970 will be a good upgrade from gtx670

yep will likely to stick to that. will likely go that direction.

that's what i was thinking also, but see how for my current system once i change the thermal paste and a more efficient air cooler that is not stock.

my system is currently SSD for my OS (a not very good one but then again that was 4 years ago tech :s13:), but unlikely to get a new one cause very troublesome to reinstall the OS. i rather do it if it's a complete overhaul.

yep, intend to get that, but need to balance with the other parts too.

so plan thus far is:
either go with ivy bridge/skylake (still trying to balance), a gtx 970 and a cooling system either liquid or fan depending on what happens with my current system (i honestly think the ventilation in my room is poor where the PC is placed so the room can be already quite warm).

another noob question: kingston valueRAM vs. the "gamer" rams like G.skill. is it just a commercial ploy to jackup prices or are they really different?

edit: sorry for all the questions, but i am the kind of guy who really want to know about the specifics before i dive in.

think i have decided, any recommendations for the following stuff?

i5 skylake processor + mobo + relevant ram
gtx 970
ssd + hdd
psu
casing with filter option (with liquid cooler option cause i'll try fan first, but might swap)

budget about 2k. speaker/monitor no need.

You can follow my spec also... gpu can use 970...
