Need troubleshooting for old pcs

Trying to help my buddy to trouble shoot 2 of his pc.
1 of the pcs can boot but when plugged into a working monitor it is black.
Other one he say the psu blew already,reason being he turned on power when it was set to 115v
Also the psu that I believe broke already is CM 460w what should I replacewith (tradepac list)?

First one, isolate the problem by getting another graphics card.

Don't bother trouble shooting the second one. The PSU is 100% blown. And if he's lucky, it didn't take any other component with it.

1. remove the gpu and use onboard video and see if there is a display
2. PSU can go swap at ban loeng service center

Not sure if got onboard,will try the spare I have need power source that look like ::: size which I can't find the socket.

Eh buddy,the ram on the blown psu still works can I conclude that other parts work?
