New desktop self built unusually high cpu usage

My cpu usage keep spiking even when only chrome was used to 20% or maybe higher. when i install dota 2 it can reach 100% and i will get bsod

Total amount spent for desktop is roughly 1k and the parts were bought from sim lim and self built, does the problem lies with the hardware?

Used a programme to monitor the temperature of the gpu and it is currently at 38 degrees

Try to open resource monitor and see which program is hogging the processor. Task manager sometimes doesn't show which program is the culprit.

Even when I am not using any program the usage can go up and down. Tried using the resource monitor but not much useful info. Svchost usage highest, it is using 100k+ memory. The rest is just normal. But cpu usage 30%+ I am still laggy. Is it possible that some of the parts are not assembled properly or faulty cpu?

Do you happen to have League of Legends installed?

What anti-virus/malware/whateverware software are you using?

Quite a few causes, sounds like a prog running hidden or in background sucking your resource. Migh also be anti virus kicking in doing a daily scan. Might also be a bad mobo or ram.
