What’s a good rig to build for surfing net, emails, MS office, AutoCAD use? Do I need a gfx?

Not a good time. Plus you don't need gpu. Intel HD or AMD Vega is enough for your usage. Amd got new APU coming. Make sure to check it out. Ram is still expensive though.

so basically i need to download windows creation tool with my current pc, buy a OEM key to install OS or i can just buy retail key, is it like this?

Download windows creation tool, double click, follow on-screen instructions to install into the empty thumb drive as mentioned.

Using this thumb drive, plug into the new pc and boot. Preferably plug at back IO panel USB. Front USB sometimes can't detect.

If old pc, plug into it and remember to change your boot option. Consult your mobo manual to see how to go into boot option upon pressing power button.

how heavy is your autocad? 2d,3d?

if u render a lot best have a gfx.

No rendering, just simple 2d plans

Don't think need ba. Chassis usb hub still doing okay?

APU is Accelerated Processing Unit. AMD version of CPU + GPU in a single chip. New upcoming AMD Ryzen 5 2400G come with AMD Vega 11 GPU built in is not bad. Do consider if you're upgrading in near future. Otherwise an Intel cpu is already available now like the i5-8400 with Intel HD graphics is good enough for you too.

If your current rig still can perform, I think you do not need to rush in and build a replacement now.

I had no choice as my old rig needs to be given to my father after I move to my new house.

The graphics card, RAM and SSD are quite expensive now.

My current casing's 3 front LED fans produce quite a glaring blue light when I switch off my room's ceiling light.

Is there any way to tone down the lighting level for the 3 LED fans?

Please don't tell me to disconnect the 3 fans.

My last resort would be pasting a piece of cardboard on the glass panel.

Those are LED fans without controller. No way to control brightness or effects lol

I think cardboard is your only way to go hahaha

If you dont mind opening the fans up, one can solder a variable resistor to the wires inside that power the LEDS
