Ram: Corsair 2x8gb Vengeance 2400
Psu : 700w silverstone
Cpu cooler: C.M seidon 240P
Gpu: Msi Gtx 1060 dual fan 6Gb

Change that gpu to something more budget friendly like zotac or palit.

Actually what he meant can be true. Maybe "top tier" means X99 paired with 6950X to him. i7 6700K would 'technically' be mid tier CPU.
