new mobo and chip recommendation

Reason:
my z67 mobo is dying sometimes can on sometimes cannot heng sway lol.

Uses:
Planning on playing back wow on new expac.
Using office software
DOTA2
Listening to Music .FLAC etc

Requirements:
can reuse my old DDR3 gskill value rams
and my 670gtx(ref)
Need to have port for front case USB3
**As cheeeep as poss

What PSU are you using? Could be your PSU.

Seasonic GOLD 850watt modular. i on sometimes delay 10secs then turn on or nothing. then i press a few times and on off power supply then pull plug put back in then on PSU then can liao so im unsure

Since you are only playing DOTA 2, an i3 is enough. Get an Asrock H81M-HDS + i3 4150 at $224.

Before you buy anything though, bring your old motherboard to PC Care & Solution at #02-32 and ask Nigel to help you test whether if your motherboard is dying or not.

Alternatively, if you do not mind refurbished stuff, CDL trading has some RMAed socket 1155 motherboards for clearance.
