Your present rig is fine for your purposes. I suggest a SSD for your OS, which will really speed up your system.

The PSU has adequate horsepower for your new rig but if you have been using it for eight years, I suggest you get a new one. If the PSU conks out in your new system, it might take out a few of your new parts with it.

The 9800 is obsolete. It should still work for surfing the net and MS Office but you might as well use integrated graphics in that case.

Hi, sometimes i will do very minor photo editing.

times have changed.
performance different from last time now.

https://www.cpubenchmark.net/cpu.php?cpu=Intel+Core2+Quad+Q6600+@+2.40GHz
Score 2987

https://www.cpubenchmark.net/cpu.php?cpu=Intel+Pentium+G3258+@+3.20GHz
Score 3992

If 4GB Ram on your current RIG is enough, why do you need 16GB for new RIG just for PHOTO Editing?

Seagate Barracuda 320GB,WD 320GB
I think an SSD will be more useful to you compare to your existing HDD.

If you're upgrading the desktop just because you don't want to "waste" the PSU or GPU, then there's really no point - it's just one more underutilized white elephant taking up space in the house. :)

If you must have a desktop, why not consider the Intel NUCs? Compact, modern looking, sips electricity, powerful and more than sufficient for the usage you'd mentioned so far.

At Laser, you can get Gigabyte usb3.1 card at $19. Whether or not work with your rig, I can't be sure.
