Since SLS not more selling old stock, it's hard to get a gaming pc for $1.3k.
You might want to look for leftover stocks from video pro or used pc from classified or maybe a branded pc from courts amd harmon kardon.

Hi all,

My suggestion

Techware Nexus M TG ($49)
Msi b360m bazooka (cpu + mb combo)
I5 9400f 6 core/6threads($395)
Cryorig H7 ($60) *option over Hyper 212X
Corsair Vengeance LPX 2666mhz cl16 16gb ($129)
PowerColor RX Vega 56 8gb Red Devil Edition ($458) - dynacore
Adata XPG SX8200 pro nvme 256gb m.2 ($78)
Toshiba 7200rpm 1tb hdd p300 ($53)
Corsair TX650w 80 + gold semi-modular ($135)
Windows 10 (usb) - free
Total cost :$1357. 00

Sorry over the budget a little but should be what you need.
I went with the vega because it was best performance to price but if you want gtx you could go for Zotac GTX 1660ti 6gb twin fan OC for $429.
All item listed from PC Themes except for the vega 56.

Well either she can have fun throwing the whole system at your head or she could throw it piece by piece.

If she needs monitor, keyboard and mouse I'm sure her budget wouldn't be sgd$1300.00

you assume she need keyboard/mouse/monitor

i assume is "new pc" therefore there is a "old pc" therefore there is keyboard/mouse/monitor
