New PC needed <$700

I need a new PC to be built. Mainly to watch videos, surf net and do forex trading hence requires dual monitors. Looking for something that is fast with decent graphics.

Does the budget include the costs of 2 monitors? If so, it may be difficult to stay within the budget as the costs of 2 monitors is about $400+ by itself.
