new rig for friend

hi guys, my friend is looking to get a new gaming rig that can play games like csgo, gw2, payday and etc .. budget around 800 sgd. dont need include keyboard,mouse and monitor but do i need an os? just only on the rig
any suggestions or is the buyers guide good enough?

Read that he has family commitment these few weeks, so you may wish to wait till SITEX period for potential offers altogether.
