Narrowed down to the following options from http://www.logicalincrements.com/:

Excellent tier:
Motherboard: MSI Z370 GAMING PRO CARBON
CPU: Intel i7 8700 3.2 ghz 6core / 12Threads
784

Graphics card:
PALIT GTX 1070 TI 8GB DUAL FAN
588

RAM:
CORSAIR VENGEANCE LPX 3000MHZ CL15 ( 8GBx2pcs ) 231
CORSAIR VENGEANCE LPX 3200MHZ CL15 ( 8GBx2pcs ) 245

PSU:
CORSAIR HX 850 80+ PLATINUM 259

Total: 1862

Great tier:
Motherboard: MSI Z370 GAMING PRO CARBON
CPU: Intel i5 8600 3.1 ghz 6core / 6Threads
650

Graphics card:
GALAX GTX 1060 6GB O.C BLACK TWIN FAN
389

RAM:
CORSAIR VENGEANCE LPX 3000MHZ CL15 ( 8GBx2pcs ) 231
CORSAIR VENGEANCE LPX 3200MHZ CL15 ( 8GBx2pcs ) 245

PSU:
SEASONIC G SERIES 750W MODULAR 195

Total: 1465

Any comments like huge differences in performance? Is the price bump from one tier to another worth it? Can the psu support or are there any potential issues you can forsee with the parts?

U should give some examples of what u will use the PC for so people can give a suitable recommendation. (What games? Using for video editing? Etc.)

if you using 8700 or 8600 non k, then you no need z370 board. Just use h370 boards will do.

Also you can opt for the cheaper ram.

The psu no need so high end, just get the cosair or seasonic 650w will do.

Maybe you can consider upgrading to an i7 3770, so you get to keep your motherboard. Next, how many spare ram slots do you have? Can just consider getting more ddr3 ram to populate the slots if available. For GPU, depends on your needs
