Your power supply is not grounded. The problem is either the PSU or wall power supply. You can test the latter by attaching a small electrical appliance with metal casing. If you can still feel the shock, then it is the wall power supply.

so how do i ground the PSU?

By right it should already be earthed. There's a green earth wire in the psu connecting the case of the psu to the earth pin of the 3-pin IEC connector. Then this connects to the power cable and then wall socket etc etc.

So somewhere the earth wire is broken.

ur earthing got problem. Some wires might have broke or loosen.

Go take a multimeter and test all wires involved in the earthing to see which wire broke.

or if its a new rig and u know it is a PSU problem, go and RMA it lor. Thats y, if I were to build my own rig, it would buy everything from the same shop. Easier to ask for RMA. Cos the shop cannot push the blame to the other parts

check your exposed wiring whether they are in contact with the metal casing.

your psu got come with manual? if you follow it and connect all the cables should not have such problem. maybe try to redo it again and make sure the connectors are securely plugged in.
