I assume resetting the PC from win10 settings is the same as reinstalling the OS?

Please use Reset This PC if you want to just reinstall Windows. There is no need for you to have your programs and files deleted.

This is a new feature in Windows 10 that allows you to not have to lose all your settings and files from a Windows 10 reinstall.

Reset this PC in Windows 10

To get started, go to Settings > Update & Security > Recovery. Then click the Get started button under the Reset this PC section.

Then you will have two options: Keep your files or remove everything

Choose to keep your files.

And let Windows 10 reinstall itself without disturbing your installed software and files and folders. :o

Yes bro I know about this. Tried it but somehow stuck at restarting PC, won't let me boot to reinstalling windows. Suspect system files corrupted like what chaos bro mentioned above. I think a fresh install won't hurt since most of my files are on E: which is my HDD. Just hate the hassle to reinstall drivers etc.

But win10 ISO have most of the motherboard driver. So u just let it install and it will install the drivers along with it. But some drivers still required manually download.

True that and most of the driver setup files are on my E: so I can just install back 1 by 1. Hopefully a fresh install will solve the problem!
