1) film set have lots of extra noise from machines and people , would waste effort trying to eliminate these unwanted sound .... time is expensive when all the rented equipment and personnel are there

2) their national TV authority want a certain standard since the cast come from everywhere with different accent ... only approved voice actors or actors/actress can show their voice ..... web broadcast don't have such strict rules but TV broadcast do

3) easier to hide flaws ..... such as huangrong talking nonstop order dishes as beggar at the restaurant scene early on

Guess they wanted cuter voices that reflect the young age of the actor/actress. The dubbing is almost always done after filming has ended.

i thought they do dubbing because they have very poor sound recording technology

last time mediacorp during TCS/SBC era also do dubbing, because they do not have the technology

the voice in the drama is nicer compared to the actual actress. thought she would have cuter voice.
