[Newbie] Advice needed on new desktop PC

Hello all! It's been many years (I think around 10 years) since the last time I purchased a new PC so please bear with me.

The current one my husband is using is dying slowly and when I checked the BIOS last night, it was last updated at 2013 I think and has been doing the blue screen of death for months now.

Currently looking to put together a nice gaming desktop for him from top to bottom and appreciate as much advise as possible.

Things we have pre-existing and I don't think I will consider changing first:

SSD: Samsung 850 EVO SSD
Mouse: Logitech G600
Mousepad: Steel Series
Keyboard: Mechanical Keyboard from Logitech (Much loved)
Monitor: Can't remember, I think Toshiba
Speakers: Can't remember
Power Supply Unit: Can't remember brand but it's 850w so I pray this is sufficient for the new one^^''

Parts I'm looking to purchase:

CPU: Intel core i9-9900K
Motherboard: ASUS Z390-F
Graphics Card: ZOTAC NVIDIA GEFORCE RTX 2080, 8GB Amp Extreme Core /
ZOTAC NVIDIA GEFORCE RTX 2080ti 11GB GDDR6
RAM: Haven't decided what brand (16GB or 32GB)
CPU Cooling System: Still deciding as I'm only used to maintaining air cooling system previously. Suggestions are very much appreciated.
Chassis/Casing: Haven't decided.

For the parts I'm looking to purchase above, my budget is around 3-4k SGD (Mid Tier-High End Gaming PC).

Please kindly advice on the top parts. Would like to consider to visit Sim Lim Square this weekend, maybe fulwell or biz if the prices are okay.

If the PSU is as old as the PC, I think you should get a new one, especially with such a high-end system.

RAM most likely 16GB is enough, 32GB is a luxury unless its going to be used for video editing or deep learning purposes. Brand-wise just stick with the typical ones. Corsair, Klevv, G.skill etc.

Thank you very much for the advice. Yes indeed, I think I put 32GB because I was greedy and liked the idea of more hahas. Will just do with 16GB first then.

The PSU is new, bought last year when I procrastinated an upgrade for the motherboard until now.

The RTX 2080Ti is overkill unless your husband is gaming on a 4K monitor. I would suggest you first ascertain the monitor model/resolution before deciding on the GPU.

The PSU is fine since you bought it last year.

If you are not in a hurry, you might wish to consider waiting for another 2 months. AMD is launching the Ryzen 3000 series in July.

The i9-9900K runs really hot so you will need a heavy duty air-cooler or water-cooler for the CPU.

As mentioned, monitor matters when you buying high end rig. If you using a 60hz monitor and not 144hz, you basically wasting money.

as a gamer, i believe most gamers will want a high stable fps, with as good graphic as possible
competitive gamers will absolute want high stable fps
therefore, 144hz is a natural thing for that kind of budget

i don't know how many people will game on 4k monitor, i don't question their decision
however, 4k resolution, even with the single best card, at best you hit 100 fps (for modern games) with max graphic, so reasonable only to get 100hz at best

on 1440p monitor, with best card, you can hit 144 fps with best graphic

however, none of which is cheap at all
therefore, it is important to know the current monitor ts is using to provide a reasonable advise
