1. The cash kickback u r worried about is valid. While rampant in India as u say, in Singapore there are checks.
Because the workforce here is from multi nations, phillipines, Myanmar, Indonesia, Malaysia etc.any widespread malpractices are often reported by the other nationalities as they view it as unfair to their groups.
Secondly, no matter how much kickback there is still quota in place for the foreign worker dependency ratio. That companies can't bypass.

2. As u rightly pointed out, its not **** specifically but the overall foreign worker population growth. So that we don't have over crowding in this little red dot.

Apparantly people in ICA still sleeping and the minister who’s overseeing this dept has to wake them up.
The undertable cash kickbacks for employment is a widespread culture in india. They even have a whole industry for it. If this is not clamped down here, some originally good **** people might be tempted to follow this culture to secure a better livelihood. Bad culture fosters more bad culture.
And regarding the foreigners we allow in. Yes we need foreigners. A lot of them. But we can emphasise quality over quantity instead. Not just play it as a numbers game. We cant take in the whole world, singapore is only so small.
