No info window popping up

How do I resolve the following issue:
There isn't any info window displaying when my cursor hover over thread for any of my browser (tried both IE and Firefox).
Google but cannot find a definite solution...could some kind souls pls help me??

tried logging already but still cannot....why??

no idea. since both ie & ff affected, see if problem goes away in windows safe mode? if works, then is another program interfering...

I tried using the safe mode but unable to connect to internet as I am using dongle....so what could I do?
Pls advise.

i dunno, how abt trying win7 clean startup? Perform a clean startup to determine whether background programs are interfering with your game or program

then after loading to desktop, does usb dongle work when u manually start its program or service?
