Non-Camera Smart Phone

Why is this so difficult to get a low cost (in the range of $100) non-camera smart phone nowadays? For a new phone, where to get the camera lens removed or sandblasted? What is the cost?

Depending on model, i believe mobile hardware offer removal and installation camera for Xiaomi phone for $ 40. Can just get a Redmi 6A for <$100 during sale and pay for the camera removal fee.
