note 2 usb device not recognized

my note 2 won't connect to PC via USB with unknown device error. yellow exclamation mark on device manager. tried changing USB cables, different PCs, click on USB tethering, the *#7284# fix to no avail. what is the problem ? need the USB connection to make it works with Kies.

Turn off the phone and connect it to the PC, does it prompt for installation of drivers?
