I am also looking at resale but according to most articles, resale requires much more cash than BTO.

I don't know the exact procedure as I've yet to fully read up on the issue. But I know you need to pay between 1-5k cash to owner as Option to Purchase (OTP), although this is negotiable. But the bigger problem is COV.
