Hi, I'm 19 from aerospace electronics SP, can I apply into NTU already, I only got my 5 Sem and would like to apply to NTU EEE, is the application only available at February 2017 or can I apply now ? Cause I saw that you already got accepted for 2018 ???

all Singaporean males apply 2 years in advance

i.e. apply, NS, then go into uni 2 years later

No. All shortlisted applicants are called for interview. Means that everyone that gets admitted would have gone through an interview. Does not mean that everyone that applies gets an interview.
