Why The hub is only using 1 port and ports 2 to 4 doesn't connect to Internet?

if "hub" you talking about is the ONT ( modem ), then yes. Only port 1 is active because it is not a router.

No. It is an ONT and not an ONR.

Some users prefer to go with ONR because of the difference. But then ONR poses other limitations so many users will prefer ONT for the flexibility.

7. More FAQ about ONT LAN ports vs ONR LAN ports

ONR LAN ports --> Accsss point will work. That is by definition of ONR, no matter for Singtel, Whizcomms or Starhub.

ONT --> only one port is activated for one service. For example, only the 10G LAN port willl work if you go with the 5Gbps / 10Gbps service with ONT. Two ports of the ONT will be activated for dual 1Gbps services (Starhub 2Gbps, legacy M1/MR 2Gbps). In fact, three ONT ports will be activated for Starhub 2Gbps users with legacy Fibre TV box. (Port 1 and Port 3 for internet, Port 2 for Fibre TV).

Example for Starhub/M1 2Gbps connection (but I do not recommend the average users to connect the personal device directly to the second ONT port, because of potential security issues)

On the other hand, Singtel 2Gbps plan uses ONR and the 4 LAN ports of the ONR will work for internet access (or Singtel TV box).
