I tried fusing 2 jaihin weapon. The one that gives + crit dmg. End up got a different type after fusing. The one with +boss attack

Guys for emblem items, is it only available for weapons of a certain grade and up?
Or is it possible to fuse two normal items and hope that the rare equip gets an emblem?
