It's automatic when you catch a pokemon.

The number of candies to evolve is stated on the pokemon profile.

e.g. Pidgey -> Pigetto -> Pigeot

Catching any of the above regardless of evolution stage will yield you one pidgey candy.

all these pokestops are portals from another game called "Ingress". 2 years back people create lots of portals to to increase their stats. since both are under the same company, they use the already existing portals to become PokeStops.

Source, im an ingress player.
