Ok this is DBS/POSB's reply after more than 3 weeks for cash withdrawal of RM 1500 at a Maybank ATM in JB and selecting Maestro:

Please allow me to highlight that a $5.00 fee will be charged per cash withdrawal you make overseas, regardless of the amount. The 3.25% administration fee is charged when you use the Visa/PLUS ATMs / Mastercard / Cirrus ATMs overseas.

Upon further check on this issue by our team, please be advised for any MasterCard and Maestro overseas withdrawal amount that is not in USD, the amount will be converted into USD and then into SGD and then add in the 3.25%

Overseas withdrawal of MYR1500 > USD > SGD > 3.25% Mark up > 534.17

Still does not make sense.
514.05 + 3.25% is not equal to 534.17.
